The would be investing the money needed to upgrade security at the ports, where currently only 2-4% of shipments are searched. The British company that currently operates the ports wasn't willing to invest that capital. The UAE is a collection of mininations. Dubai is very liberal, while others in the UAE are very much not. The UAE has been cooperating more often than not in the war on terror. There is a whole lot more going on with this deal than the knee jerk assessment most people have.
