It doesn't seem like Daley has a total hold of what creates violence. Start by addressing the unemployment rate. Daley's dad was a racist SOb, who as the mayor had the Chi police murder Fred Hampton and friends and then went on TV accusing them of shooting the police and so on. Eventually the truth came out though.
