Considering the way he caved in to Melo and gave him Max minus $5M, tried to pretend it was a good deal and gave him the no-trade clause, I'd say Phil showed no spine with regards to re-signing Melo. It was badly handled and executed and that doesn't speak well of his choices thus far.

The team only lost by 5 which is the difference between winning and losing and being

Just because Phil and/or Dolan say things publicly they don't necessarily have to be taken as fact.
I think the fact is that Melo was not leaving 60 million on the table (obviously! don't care how much one cares about winning, there is a price for everything), and Dolan -> Jax was not letting their money machine walk out the door.
