Phil didn't create Michael Jordan. He walked on to a loaded Lakers team. The guy was blessed with talent from the get-go so we don't truly know what his capabilities for talent evaluation are as a GM. We're finding out step by step.
The only certainty is Phil knew where his biggest payday was coming from if he didn't go back to the Lakers (who probably would not have paid him this much anyway).
If Phil had to re-sign Melo as part of his pact with Dolan then his ability to evaluate Melo's talent has nothing to do with it. It is likely the deal he had to take to get paid by Dolan. Considering the way he caved in to Melo and gave him Max minus $5M, tried to pretend it was a good deal and gave him the no-trade clause, I'd say Phil showed no spine with regards to re-signing Melo. It was badly handled and executed and that doesn't speak well of his choices thus far.

Meanwhile if he shot 11-22fg or better with a mixture of
Balanced scoring taking mainly what the defense gives him or within a fluid offensively flow
In a nutshell FG% just shoot closer to 50% or better in[big, crucial, home games]
The team only lost by 5 which is the difference between winning and losing and being

Just because Phil and/or Dolan say things publicly they don't necessarily have to be taken as fact.
I think the fact is that Melo was not leaving 60 million on the table (obviously! don't care how much one cares about winning, there is a price for everything), and Dolan -> Jax was not letting their money machine walk out the door.
Fans who think differently (I believe) are very naive.
