I agree that this crop is rather thin and Phil has to be careful not to feel pressure to overpay for someone that isn't really worth it. I think he'll be patient even tho the clamour will be loud. It's going to be interesting to see how this summer goes as opposed to last summer.
There are some young developing prospects that could be interesting targets. I think Phil will be very aggressive going after some of them if the big targets aren't an option.

DeRozan will probably get a starting contract of $25M
That starts with DeRozan, a lock to decline his option and hit free agency this summer. A bunch of teams, including DeRozan's hometown Lakers, are prepared to offer him a max deal starting at $25 million per season, and the Raptors know they will have to spend big to keep him.
I wonder if there is a team that has available guards and are willing to take on D.Williams in a swap. We can probably refill the F position easier then the guard position through FA.

If you're going to spend big money you've got to go after someone like Derozan IMO. That type of player is highly likely to have a net positive impact on your team. That's about all you can do. There are no guarantees. You make the best decision you can and roll the dice. I think Phil most certainly would have to go HARD after the top guys this summer.
I think they've sufficiently pissed off AA enough for him to opt out. That extra money will come in handy. I expect DWill will do the same. If you're Phil and you have a solid frontcourt you then simply MUST go hard after the top SG's and PG's that you can afford.

Yes and buy good bargains. That could mean 3 mil contracts for guys who give 4 mil in production or could mean much bigger contracts.

I have no idea what price different FAs are going to get. You'd have to do a ton of interviewing and see who takes a good bargain. I also don't have the time I used to have to look at all the major advanced stats for every FA. I do have enough time to easily spot someone who's going to get paid double what the advanced stats say he's worth though.
Durant's the only player on that list that I think is worth a max contract. He's a health risk but it's a risk you'd have to take.
Edit: I do think David Lee at around $4 mil would be a great bargain, though. I think if you add a bunch of great bargains like that it will improve the team more than blowing all our cap space to overpay one guy will. The improvement would then make us more appealing the next summer.
