Fiz is trying to stretch things because going to the rack has been quite fruitless for most of the team.

True, but again, Kanter is causing us problems on defense and while he has skills around the rim, his style isn't what we are trying to run (nor are most NBA teams) so to get him the ball I think Fiz is concerned affects the offensive flow which isn't all that anyway.
He's more interested in developing players and, my guess, a system, than just getting the ball to Kanter to maybe get more offense. This is a long term project, even if it has A LOT of question marks surrounding it.
