They'd be VERY good. McCinnis is playing very well; Big Z has become a 20/10 player so far this year and Lebron is a true 5 category player like only Kirilenko and Garnett (except he's already a much better scorer than they are). This team would be really scary for many years with Boozer.
I don't like asking "What if..".
Everytime you do that, it just leads to more questions. For instance, what if NY drafted Artest, or Amare, or ANYONE other than Weis? Or even better, what if Layden was never hired in NY?

What if Penny never got injured?
What if Shaq and Kobe behaved like adults and worked everything through?
Yes, the Cavs would be good, but the reality is, they are another level below what they could be.
What if we had drafted Amare?
Boozer really scr*wed the Cavs over, that's no secret. Putting him into the Cleveland equation probably makes the Cavs one of the elite teams in the league. It's too bad that these NBA players have such a low set of morals.

Or the Cavs could have chosen to not exercise his team option for this year and then could have given him a max contract starting next year. Then he'd be getting about $70 mil more
