The difference between GM and President of Operations?

What is the distinction?
When broken up the GM does the day to day stuff. Scouting/analytics etc. President has final say

Basically Phil is old. Can't do travel as much. Will be back and forth getting treat cross country
Seriously all Phil has to do is sit where he sat every home game and he will be orth every penny of the $60mil
Going to be fun when he uses his vision to build the team and salvage the remaining players

president has the final say and is the true decision-maker. phil clearly must have enough trust in mills doing the basics because that's all he's going to be doing.
also yes, walsh was the president, but i don't think dolan had enough trust in him to be given full autonomy. phil has total autonomy based on everything dolan has said and he's level of school-girl giddiness.

Mills is a very smart guy who does not need attention and is a stats/data guy. He may be the perfect sidekick for Phil that can do all the dirty/leg work.

THere are logistics involved. Teams travel, teams stay in hotels, etc. GM has some duties there. GM organizes the staff........
Sombody has to do the contracts, the cap work, the draft room.
It can be interchangable. Its more of a flip flop now as Mills the finance work, the cap stuff, the league stuff. Phil will over see scouting, coaches, player movement........
Isiah did what ever he wanted. Euro scouting trips and not really draft anyone from there. Meanwhile Donnie is confined and pulls Moz out of thin air.
I think the roles slightly alter depending on the people in those roles. For example when the beloved Layden was brought in as GM, the plan was Checketts would actually be calling the shots as president and Layden was just meant to be doing the ground work (I seem to remember reading an interview with Checketts a few years ago in which he said this). However then Checketts got booted out, leaving Layden in full control and out of his depth.

And he has no experience as a gm. Wish it was someone else. Seems like keeping Mills may have been negotiated similar to Phil being able to talk to the media.
One thing, with Mills as gm if Kerr comes he comes as the coach.

Money walks, money talks. Jimmy Dol is the one with the FINAL saying, period. When Phil disagrees with Jimmy Dol or when Jimmy Dol doesn't like a decision made by Phil, just watch. Either Phil cave in (most likely not) and does what Jimmy prefers or more likely, Phil resigns, and say it's because of bad health and all those years of traveling. That's why I believe we won't ever win a championship until Jimmy Dol sells the team. He's too ignorant to even realize how ignorant he is. Most owners, even idiots like Jerry Jones acknowledge what a hardheaded idiot he is making lethal mistakes to his team sometimes.

So who calls the other team to propose and negotiate a deal? Is it the GM and hen he just gets the approval of the President? If not, then why do we only ever hear about and credit or blame the GM's of other teams? Is the knicks structure the norm or an exception?
