a 18th pick is worth about 2 mill ( i think), that cuts into the cap, and phil would rather give that money to jason smith or another vet

could be true, but i wasn't really sure how that exception works, but again, phil is not trying to rebuild through the draft, he's made that quite clear. I'm thinking he'll use that exception to acquire a vet
