He'll definitely help them - probably bring them from 38 to 45 or so wins but that's a long contract for a guy his age. It would have made more sense for a contender to sign him.
Chandler been cashing out man! His last 2 contracts have been lovely. He is a really good fit for the Suns style of play and all that spacing. They will have a good regular season. But once the playoffs start...

And if they add LMA too, I think they can compete for one of the home court playoff spots
