Actually KP passes the ball a lot. Don't confuse assists with ball movement
When KP gets the ball up high at the arc he usually swings or right away. He won't look for his shot right away he will set a screen or spot up and play off Rose or Jennings or Melo.

The ball just doesn't move much when Melo and Rose have it. There are times they do better but most of the time it's a one on one play.

KPs value in a team setting is much higher as he can set a screen, pop or be a spot up threat all without touching the ball. He facilitates the offense without holding the ball.

If we had a great point guard to play with him this team and everything would look completely different. Rose is a shooting guard.

Your right, KP moves the ball. But that is also because he is not able to create like Melo or Rose. Just can't at 7'3. There are times that KP gets tunnel vision and ignores guys that are open. Specially frustrating is when he launches a deep three instead to setting someone else up. Think he will improve. Something to remember, you always need someone that is not afraid to create and take the big shot. KP will always need someone like that around him.

IMO the biggest improvement will come from an upgrade at PG. KP needs a REAL PG that has the BB IQ and physical talent to open up great looks for KP. A PG actually FOCUSED on making his teammates better. BJ is the closest thing to that but he's not an Elite Talent so that has to be the main focus.

Fisher had his chance with NY and I do think he should and will get another job. Maybe in College. I don't think Fish is as good as Hornacek but he needs time to learn and grow before getting another shot in the NBA.

Who do you think that would be? That may be available? Problem always is how to get that matching piece. Specially because PGs have changed so drastically in last few years. Not too many left that just pass. And if a PG can't shoot the three, then KP will just be doubled every time. Think there will be many challenges with making a center/7'3 guy your focul point. Phil is trying to go back to old school. Hope he remembers he had Kobe and MJ. Not exactly your prototypal Center focused old school team.

The low assist numbers tells you he isn't making it easier for other players to get baskets...Everyone is criticized for their assist numbers except KP..Everyone is criticized for their defense except KP on a daily basis..He is an integral part of the team now..He doesn't set good screens..he doesn't like to roll, which will get him more looks...He has to look for others to get them easy baskets as well as any other player...He should average more assist than Noah given the amount of minutes in the game and the amount of touches as part of the offense...33 minutes and 1 assist per, there is no excuse for that...Just putting it on two guys isn't watching the entire game..
