I don't watch either TOR or POR but I'll make a guess.
When you have Dame on your team, you need to be ALL IN. And that also means taking risks for an upgrade for a win now team. Teams will gauge interest via agents to see whether or not a player will resign and I'm sure those discussions were had.
The upside: You extend a player at even $20+M (and that's a LOT for Powell) and you have the option to trade CJ and upgrade your roster even more.
