Yeah he is lacking there. That's why I respect Phil asking about that on twitter. Its a clear sign to Willy he'll need to get better in that area if he wants minutes in NY. Right now the knicks have a roatation of 5 bigs and if willy comes over at least 4 next year and possibly at most 6 (not including tweeners like Melo and D-Will) depending on what happens with Seraphin and Amundson.
Bigs are going to have to compete for minutes and play defense now and going forward.

Who has he not been allowed? he has a whole new coaching staff. The medical staff are MSG and that's one area he was hands off. Since Dr Calahan took over, what gross misjudgements has the medical staff been wrong about. Mind you, its not like anyone really follows the other 29 teams .
We don't know the verbatim decision process for signing Amare do we? Red flags were all over the place and none bigger than MSG not being able to purchase insurance on Amare and Suns not wanting to give him a deal for more than three years.
Who else has Phil been prohibited from hiring?

Lopez 27 $13M, 4 years O'Quinn 25 $ 4M, 4 years KP6 20 $ 4M, 4 years Willy 20
That's a nice rotation with plenty of upside starting next year, with Melo obviously getting minutes at the 4. If KP fills out to be a C in 2 years, Lopez could be traded for a backup C and another starting position. Let's hope that Willy becomes a solid rotation guy.

Phil actually made a smart move in retaining Mark Warkentien. Warkentien was convinced he was gone and was already moving on when Phil made it clear that he really wanted him to stay on. Warkentien is a former Executive of the Year winner and has a lot of GM experience. I'm pretty sure he was a major help with the technical aspects of the moves the Knicks made.

O'Quinn and RoPez have movable contracts if they are healthy.
