Let's be fair. Phil gave us KP, Willy, Frank, Dotson and Baker plus O'Quinn while only having 2 inherited #1 draft picks to use. That's an excellent record in that department. He also refused to trade any #1 picks so the franchise is healthy again moving forward.
Yeah, he was an excellent drafter but incompetent at signings and trades. Overall, that's just inadequate. You'll never build a great team doing only 1 of those 3 things well. That's more or less the description of someone who shouldn't have a job higher than "advanced draft scout"
