I would assume no since you are just capped at spending over and are NOT actually over.

It makes it such that you can’t go over that spending amount, and because of that, you won’t be subjected to those penalties

With all that's going on in the East, this basically is making the case for the Cavs to go over the 2nd apron to bring back their roster. They should probably go "all in" with their roster - meaning since they don't have cap to sign other team's free agents, they should basically re-sign all their own even if it means going above the apron for a year, since they would be the prohibitive favorites in the conference. Meaning I think the re-sign Jerome to a nice deal and probably try to retain Merrill. Think that will mean Jerome gets something between 15-17mm per year to scare off teams with the Non-7Taxpayer MLE.

Dallas giving Gafford a 3 yr / 60mmish extension. Adams got 3/39. I would try to re-sign Mitch right now to the same contract value he signed a few years back which is somewhere in between those 2 guys. With his lack of durability I don't think he can get the Gafford deal, but when on the floor he's a better player. Not as good a finisher, but a far more impactful defender and rebounder.
